Overview

UUW seeks to appoint a service provider to deliver cleaning services at Pineside Regional Offices for a period of five years. Bidders should be cleaners with valid Bargaining Council Cleaning Industry (BCCCI) registration, demonstrate BBBEE compliance, and show ability to meet Contract Participation Goals (CPG) of 35% (25% UUW area, 10% local), plus suitable capacity to subcontract to CPG Partners. Mandatory briefing is 21 Sept 2026 at Pineside Regional Offices; closing 8 Oct 2026.

Requirements

• Mandatory submissions: SBD 4 Bidder’s Disclosure; valid BCCCI registration.
• Consortium/JV rules (if applicable): lead member authorized to bind all parties; consortium/joint venture agreement; BBBEE certificates; signed declarations by signatories.
• Insurance: Public liability minimum R10 million.
• CPG needs: at least 35% of contract value to CPG Partners (25% from UUW area, 10% local);Submit cash flow projections within 2 weeks of award; sub-contracting to CPG Partners must meet set conditions (see doc).
• Evaluation: three-stage process—Mandatory Requirements, Functionality, then Price and Preference.
• Other governs: adherence to CIDB Standard Conditions of Tender; standard bid documents and formats.
