Overview

Provision of cleaning services at the Road Accident Fund (RAF) for all offices for five years. Bidders must be registered service providers with compliance in COIDA, UIF, SARS tax status, CSD registration, and with required health, safety and PPE standards. Bids are to be submitted per office (one bid per office; not for multiple offices).

Requirements

• Separate bids for each RAF office; disqualify if bidding for more than one office.
• Mandatory documents and compliance:
  • COIDA letter, public liability insurance (R10 million), UIF registration, sanitary waste disposal letter.
  • SARS Tax Compliance Status PIN or CSD registration; SBD1/3.x/4/5/6.1; Specification and GCC; SBD7 upon award.
  • Registration on National Treasury Central Supplier Database (CSD).
  • PPE, MSDS/SABS-approved products; RAF security vetting of staff; adherence to Occupational Health and Safety Act.
• Minimum experience and staffing:
  • Minimum three reference letters for cleaning service contracts; supervisor CVs (Matric and 3+ years supervisory); cleaners with 2+ years experience.
  • Office-specific staff requirements (per office staffing schedules).
• National Industrial Participation (NIP) obligations if applicable; related reporting and agreements.
• Pricing must be firm for the contract period; labour rates must meet national minimum wage.
• Documentation and returnables to be submitted with bid.

• Submission: hand-delivered or couriered to RAF Head Office, Eco Glades 2, 420 Witch-Hazel Ave, Centurion 0046. Do not fax/email; submit in tender box by closing 14 August 2026 at 11:00.
• Questions: submit in writing by 27 July 2026; answers published on 3 August 2026 on RAF site/e-tender portal (Bathabile Mahlangu; cleaningservices@raf.co.za).
• Pricing: use SBD 3.1 Pricing Schedule (firm prices) per office; complete and sign all required SBDs; include total bid price (VAT inclusive) for the respective office.
