Overview

Procurement of complete electrical/electronics engineering professional services for the ICT infrastructure development at the MMSEZ North Site – Phase II; open to Electrical/Electronic/ICT engineering service providers. Bidders must be properly registered professionals (e.g., ECSA) with ownership/control criteria (51% by registered professionals) and meet CIDB-based tender rules. A mandatory tender clarification briefing is set for 11 August 2026 at the Musina Antonvilla North Site, with submission due by 18 August 2026 (11:00) in Polokwane. The scope is described in C3 Scope of Services (see ICT IJnfrastructure.pdf..pdf).

Requirements

• The bidder must be an electrical/electronic/ICT engineering business supervised by a registered professional engineer/technologist (as per CIDB/SCT) and 51% owned/controlled by registered professionals; multidisciplinary practices may qualify with compliant ownership.
• Returnable documentation: include certificates proving current professional registration (ECSA) for all principals; Proof of ownership/control by ECSA professionals; at least one listed Key Person; evidence of three additional technical staff; plus required JV/consortium documents if applicable.
• Key Person: a registered Electrical/Electronic/ICT/Network engineer (Pr Eng or equivalent) with minimum 15 years post-qualification experience; CV, qualifications, and registration details required.
• Minimum three additional technical staff; project org chart with CVs and IDs.
• Proof of professional indemnity insurance (at least twice the contract amount) as applicable to risk assessment.
• Compliance documents: tax clearance PIN, SARS registration, CSD registration (or TCS PIN if available), VAT if applicable; confirmation that neither bidder nor principals are in State service or related disqualifications.
