Overview

Procurement of complete electrical engineering professional services for the internal electrical reticulation of the MMSEZ North Site Phase 1F. Bidders should be electrical engineering practices that are fully supervised by a registered professional electrical engineer or technologist, and that are owned/controlled by registered professionals (at least 51%).

Requirements

• The bidder must be an electrical engineering business under full-time supervision of a registered professional (or technologist) and 51% owned/controlled by registered professionals.
• Provide current professional registrations for all registered principals with the relevant council; include proof (certificates, numbers, CVs).
• At least one registered professional electrical engineer must be named as a Key Person.
• Minimum Returnable Documents must be included (SBD forms, CIDB/CSD registrations, tax clearance, etc.).
• Provide a minimum three additional technical staff and a project organogram with CVs; all staff must be registered where applicable; include proof of ownership/control by registered professionals (ECSA).
• Submit proof of Professional Indemnity Insurance (at least twice the contract amount) and complete all evaluation documents.

• Briefing: mandatory clarification meeting on 11 August 2026 at 11:00, Musina Antonvilla North Site.
• Documents to submit (Returnable Documents): Form C1.1 (Offer and Acceptance), Forms MMSEZ-01 to MMSEZ-10, T2.1/T2.2 returnables, and required attachments (including proof of CSD registration and tax/status certifications).
• Registrations/pre-qualifications: CIDB requirements referenced; Tax Compliance Status PIN; SARS PIN or TCS certificate; CSD registration.
• The Bid will be evaluated in five stages (Administrative, Substantive, Functionality, Price/Preference, Risk); minimum functionality = 70 points; 80/20 price and preference scoring; specific goals include ownership and beneficiary criteria (Black ownership, Women, Youth, Disability, etc.).
