Overview

Provision of comprehensive medical insurance and last-expense cover for state and public service officers for Nairobi City County. Open to insured providers licensed by the Insurance Regulatory Authority (IRA); JV partners allowed under specific rules. Contract duration: 1 year with potential 2-year renewals subject to appraisal.

Requirements

• Insurance providers must be registered by the IRA; contract award requires IRA registration.
• Tender security of KSh 40,000,000 (on-demand bank guarantee or IRA-registered insurer/CBK-approved instrument).
• No pre-qualification is undertaken; if pre-qualified, update information as needed.
• Submit complete documentation: Form of Tender, Schedule of Prices, Tender Security, authorization (Power of Attorney), qualifications and eligibility evidence, conformity proofs, sample insurance policy, and ownership/control disclosures.
• Tax compliance certificate from Kenya Revenue Authority.
• Currency: Kenya Shillings; prices fixed as specified (no adjustments unless allowed).
• Standstill period of 14 days after notification of award; standstill procedures apply.
• Potential pre-tender site visit or briefing; clarify questions by deadline (5 Aug 2026).
• Service delivery must commence as per contract, with annual insurance provisions and renewal subject to appraisal (ITT 2.2).
