Provision of Consultancy Services for Change Management to Support the Transition to the Integrated Performance Management Framework in the County Government of Kilifi. Requirements

• Eligibility: open to all eligible consultants; Kenyan firms eligible; JV permitted; not debarred by PPRA; no conflicts of interest.
• Compliance: tax compliance certificate for Kenyan firms; signing of Certificate of Independent Proposal Determination; adherence to anti-corruption and competition provisions.
• Proposals: separate Technical and Financial Proposals using prescribed forms; Key Experts’ CVs; power of attorney; bid bond (80,000 KES); and evidence of relevant change-management/performance-management experience.
• JV rules: maximum JV members (as per DS) and supervision arrangements; no Key Experts appearing in multiple proposals if specified.
• Financials: Lump-Sum price in Kenya Shillings; budget is aligned to the Data Sheet; itemised remuneration and reimbursables as required.
• Other: proposals must observe English language, standstill/standards, and audit rights provisions.
