PROVISION OF CONSULTANCY SERVICES FOR PLANNING, SURVEYING & REGULARIZATION OF KASHMIR C INFORMAL SETTLEMENTS

Overview

Provision of Consultancy Services for Planning, Survey & Regularization of Kashmir C Informal Settlements. The County Government of Lamu invites eligible consulting firms to plan, survey and regularize Kashmir C informal settlements. JV allowed (max two members); Kenyan and international bidders may participate per ITC; bidders must be registered professionals (ISK or Physical Planners Registration Board) with valid practicing licenses. Submissions are via the IFMIS portal (electronic only).

Requirements

• Eligibility and JV rules: JV allowed up to two members; lead member listed; no transfer of RFP; JV must provide full details (see DS).
• Certifications and registrations: proof of professional registration (ISK or Physical Planners Registration Board), valid practicing license, tax compliance certificate, PIN, CR12 or equivalent.
• Compliance and ethics: not debarred by PPRA; no conflicts of interest; complete Certificate of Independent Proposal Determination and SD forms.
• Financial/commercial: tender security of KSh 150,000; price in KSh with 0.03% Public Procurement Capacity Building Levy; 140-day proposal validity.
• Submissions and technical capacity: proposals must meet mandatory criteria and pass technical thresholds (70/80 possible; technical and financial separated).

How to Apply

• Obtain documents: via Lamu website or PPIP; (see PROVISION OF CONSULTANCY SERVICES... PDFs).
• Prepare and submit: Technical Proposal (TECH-1 to TECH-7) and Financial Proposal (FIN-1 to FIN-4) through the IFMIS SUPPLIER PORTAL. Include Power of Attorney, JV agreement if applicable, and all mandatory documents (tax cert, business registration, practicing licenses).
• Submission window: by 4 November 2026 at 11:00 East Africa Time; electronic submissions only (original tender security to be dropped in the County Tender Box).
• Clarifications: may be requested up to five days before the deadline; contact Head of Supply Chain Management Services (procurement@lamu.go.ke).
• Evaluation: Least Cost Selection (LCS); technical proposals opened first, followed by financial proposals for qualified bidders (see DS).
