PROVISION OF CONSULTANCY SERVICES FOR POST IMPLEMENTATION REVIEW OF RETAIL BOND SYSTEM FOR CENTRAL BANK OF KENYA

Overview

Provision of consultancy services for post-implementation review of the Retail Bond System for Central Bank of Kenya. Open to eligible local and international firms; procurement uses QCBS with two envelopes (Technical and Financial); pre-proposal briefing held virtually; documents are available from the CBK/PPIP portals.

Requirements

• Qualifications: registered consultancy firm with eligible personnel; key experts with CVs; compliance with local laws and PPRA rules; no conflicts of interest.
• Compliance: tax clearance/certificate, confidential business questionnaire, independent proposal determination, and anti-corruption declarations.
• Financial/contract terms: QCBS selection, standstill period of 14 days, bid bond of Kes 50,000, prices in Kenyan Shillings, proposal validity 140 days, no security requirement specified beyond bond.
• Administrative: proposals must be in two sealed envelopes (Technical and Financial) inside an outer envelope; submission and opening procedures; embargo on electronic submission.
