Overview

Provision of Consultancy Services for the Conceptualisation and Design of a Comprehensive Data Infrastructure (Data Lake) for the Higher Education Commission in Mauritius. The work is Open National, aimed at local bidders, with a maximum of ~21 weeks and a two-envelope submission (Technical and Financial). Requirements

• Eligibility and qualifications
• For individuals: Master’s degree in IT/CS/Data Science/AI or related fields; 3 years’ relevant experience.
• For consultant teams: at least one member with a Master’s degree; other members with relevant undergrad degrees; team experience distributed (3 years for at least one member, 1 year for others).
• Specific experience: leading or contributing to at least 2 major data-centric projects in last five years; AI/ML and system interoperability desirable.
• Minimum compliance: valid Mauritius incorporation or Business Registration Card; for individuals, valid Mauritian business registration; no CIDB requirement stated (Not Applicable); comply with ineligibility checks per PPO lists.
• Deliverables and contract: maximum 21 weeks; lump-sum contract; detailed payment milestones; required reports and a technical specification for tender documents.
• Ethical, tax, and insurance considerations apply; approvals for data governance, privacy, and local laws.
• Proposals assessed on Educational Qualifications, General Experience, Specific Experience, and Methodology (Annexure 5 criteria; see Annexure 5 for markings).
