Overview

Provision of consultancy services for the Wote Municipality Integrated Development Plan 2026-2027. Open to all eligible consulting firms with urban planning, development planning and IDP experience applicable to Kenyan municipalities. The assignment is to be awarded using a Least Cost Selection approach with a budget around 3,000,000 Kenyan Shillings. Submissions close 22/10/2026 (time indicated in documents; check ITC Data Sheet) and are to be delivered as hard copies or sealed envelopes (no online submission) per the RFP. Requirements

• Eligibility: not debarred by PPRA; no conflicts of interest; key experts must be from eligible countries; no single consultant shall appear in more than one proposal if required.
• Documentation: prepare Technical and Financial Proposals in separate envelopes; include required Standard Forms (Tech TECH-1 to TECH-7; FIN-1 to FIN-4) and Certificate of Independent Proposal Determination.
• Proposals validity: 105 days (or as specified).
• Language: English.
• Tax: Kenyan firms must provide valid tax compliance documentation; others to follow Data Sheet.
• Conflicts of interest and anti-corruption: declare any conflicts; sign declarations; allow audit/inspection of records if shortlisted/awarded.
• Value and format: bid must be within the indicated budget; use the data sheet’s two-envelope format; no substitution of Key Experts after submission unless allowed.
