Overview

PROVISION OF CONSULTANCY SERVICES TO DEVELOP LAIKIPIA COUNTY TRANSPORT POLICY & BILL. The County Government of Laikipia invites qualified consulting firms to develop the transport policy and bill, open to joint ventures with a lead member, and with mandatory RFP pre-qualification. Submissions are via IFMIS (hard copies also required); documents are downloadable from the county and tenders portals; bids must be in Kenyan Shillings and include all taxes. A minimum technical score is required to proceed to the financial stage (see tender documents).

Requirements

• Valid Certificate of Incorporation/Registration and Tax Compliance Certificate.
• Copy of certificate of confirmation of directors/shareholding (CR12) issued within the last 12 months, plus IDs for business names.
• Duly filled and signed technical submission forms, including Certificate of Independent Proposal Determination, Declarations (SD1/SD2), and Code of Ethics; Tender Securing Declaration.
• Professional Indemnity insurance of at least KES 5 million for the last three years.
• Evidence of at least 3 years’ experience in legislative drafting and policy development; include at least 2 county-government assignments (with LSOs/Contracts/Award letters).
• Key staff qualifications: Team Leader with Law degree and 5+ years’ practice; Associate Expert with relevant degree; active Law Society of Kenya membership.
• No conflicts of interest; not insolvent or debarred by PPRA; compliance with Kenyan laws and anti-corruption provisions.
• Joint Ventures allowed with lead member; maximum JV size as stated in the tender data sheet (DS).

• Submission method: Electronically via IFMIS; hard copies delivered to the Head of Supply Chain Management, Laikipia County Headquarters, Rumuruti.
• Documents to submit: Technical Proposal forms TECH-1 to TECH-7 and Financial Proposal forms FIN-1 to FIN-4 (as per ITC/DS); Power of Attorney; Declaration documents. (see TENDER DOCUMENT)
• Pre-qualification and registrations: Follow RFP pre-qualification requirements; JV rules apply as per Data Sheet; debarment checks via PPRA.
