PROVISION OF CONSULTANCY SERVICES TO REVIEW THE LAIKIPIA COUNTY PUBLIC PARTICIPATION POLICY AND ACT, 2014 AND DEVELOP THE LAIKIPIA COUNTY PUBLIC PARTICIPATION POLICY AND BILL, 2026

Overview

Provision of consultancy services to review the Laikipia County Public Participation Policy and Act, 2014 and develop the Laikipia County Public Participation Policy and Bill, 2026. The County Government of Laikipia invites proposals from qualified consultants to undertake legislative drafting and policy development work, under Least Cost Selection (open tender). Suitable bidders are professional consultancy firms with experience in policy review, legal drafting, governance or public participation initiatives, and who can supply the required CVs, licenses, and indemnity cover.

Requirements

• Certificate of Incorporation/Registration
• Valid Tax Compliance Certificate
• Copies of directors/shareholding confirmations (CR12) issued within 12 months and IDs for business names
• Current practicing licenses for the consultant and associate expert
• Tender documents chronologically serialized on all pages; signed technical proposal submission form
• Certificate of Independent Proposal Determination and self-declaration forms
• Declaration and Commitment to the Code of Ethics; Tender Securing Declaration
• Professional Indemnity Insurance of at least KES 5 million (last 3 years)
• Compliance with eligibility, anti-corruption and conflict-of-interest provisions
• Key staff must meet the qualifications outlined in the technical evaluation criteria (see ITC 15-16 in the tender)

Note: Joint ventures are allowed with conditions; multiple shortlist/one proposal rules apply as described in the tender.
