Overview

Procurement of consulting services to develop Emali Municipality Special Zoning Regulations. The assignment targets urban planning/land-use specialists to draft zoning regulations for Emali Municipality under Makueni County. It uses a Least Cost Selection approach and is open to all eligible contractors. Submission deadline is 22 October 2026 at 10:00. Requirements

• Relevant qualifications and experience in urban planning, zoning regulations, and related environmental/climate-change considerations; Key Experts’ CVs required; total Key Expert input ~3 person-months.
• Compliance and integrity: tax compliance, no debarment by PPRA, no conflicts of interest, no involvement in corrupt or fraudulent practices; transparency in pricing.
• Proposals must include both Technical and Financial components, in separate envelopes; provided using the standard forms (TECH-1 to TECH-7 and FIN-1 to FIN-4); ensure correctness of currency (Kenya Shillings) and budget compliance.
• JV considerations: if applicable, JV structure and lead member must be specified; no substitution of Key Experts without approval during validity.
• Budget constraint: total fixed budget of approximately KES 1,500,000; bids exceeding budget will be rejected.

• Submission method: either electronic via the IFMIS/e-procurement system or hard copy to the Chief Officer, Lands, Urban Planning and Development, Makūeni; in-line with Data Sheet instructions.
• Documents to submit: Technical Proposal (TECH-1 to TECH-7) and Financial Proposal (FIN-1 to FIN-4); ensure one original plus required copies as specified; include power of attorney where required.
