Overview

Provision of electrical and water meter reading services for 36 months. Bidders should have municipal meter-reading experience (minimum 2 similar projects in 10 years; reading 10,000+ meters monthly for 12 months) and personnel/asset readiness (supervisor with Matric + 2 years revenue-management meter-reading experience; meter readers with at least Grade 8 or deemed competent by eThekwini Training Centre; at least two suitable vehicles). Compliance requirements include CSD registration (MAAA number), eThekwini supplier database, SARS Tax Compliance Status PIN or Tax Clearance, VAT status, and signed returnable documents.

Requirements

• Minimum experience: 2 similar meter-reading projects in last 10 years with reference letters.
• Personnel: supervisor (Matric + 2 years meter-reading experience); meter readers (Grade 8+ or validated by eThekwini Training Centre).
• Equipment: bid must own/lease at least two vehicles for 7–14 staff.
• Registrations/ certifications: CSD registration (MAAA), eThekwini supplier database, Tax Compliance Status PIN or Tax Clearance, VAT status; Declaration of Municipal Fees; Occupational Health & Safety declaration; MBD 4, 5, 6.1, 8, 9; Official Tender Form; JV documentation if applicable.
• Compliance: no tender from state employees; adherence to SCM and Preferential Procurement policies; 120-day tender validity.

How to Apply

• Deadline: submissions close 07 August 2026 at 11:00; tender validity 120 days.
• Submission method: hard-copy tender in the Tender Box at 166 KE Masinga Road (Old Fort Rd), Durban, plus electronic submission via the ESP JDE system; hard copy prevails for evaluation.
• Documents to submit: Official Tender Form (Section 9), Authority of Signatory (Section 5), Tax Compliance PIN/Tax Clearance, Declaration of Municipal Fees, OH&S Declaration, MBD 4/5/6.1/8/9, and any JV agreements; returnable documents listed in Section 4/5 (and Annexures in Section 10). If applicable, MBD 5 (above R10m) and 6.1 must be completed.
• Registration/Pre-qualifications: must be CSD-registered and on eThekwini’s vendor database; include CSD MAANumber and TCS PIN as applicable.
• Clarifications: no clarification meeting; queries via email by 23 July 2026; consolidated answers posted by 30 July 2026.
