Overview

Provision of Event Management Services for Mashujaa Day Celebration. Kisii County Government invites open-tender bids from qualified event-management professionals to deliver end-to-end services for Mashujaa Day celebrations. Suitable bidders should have relevant event-management capabilities, including planning, logistics, coordination, security, and on-site execution, with compliance to Kenyan public-procurement requirements. Electronic submission via IFMIS is required, with a closing deadline of 12 October 2026 (10:00 East Africa Time).

Requirements

• Tender security of Ksh 100,000, valid for 91 days (TENDER DOCUMENT).
• Bids priced in Kenya Shillings, inclusive of all taxes including 0.03% PPRA levy.
• Eligibility and qualifications in line with ITT 4, including JV rules if applicable (joint and several liability; roster of members as per TDS).
• No conflict of interest; compliance with Public Procurement and Asset Disposal Act and Competition Act; certificate of independent tender determination.
• For foreign tenderers: source at least 40% of contract inputs from Kenyan suppliers; provide documentary evidence (Section III). Non-compliance leads to disqualification.
• Tax compliance: valid tax compliance certificate or exemption.
• If pre-qualification occurred, only pre-qualified tenderers may proceed; otherwise, Section III criteria apply.

How to Apply

• Obtain documents electronically from www.kisii.go.ke or www.tenders.go.ke (TDS and Forms available).
• Prepare: Form of Tender, priced Activity Schedule, Tender Security, eligibility and qualification evidence, JV agreement if any, and all conformity documents (see Tendering Forms).
• Submit electronically via the IFMIS supplier portal www.supplier.treasury.go.ke by 12 Oct 2026, 10:00 am EAT.
• Clarifications: submit in writing to procurement@kisii.go.ke; responses and addenda will be posted (at least 3 days before closing).
• Site visit/pre-tender meeting: details to be specified in the TDS; attendance may be optional.
