Overview

Provision of External Audit Services for the PPECB. The PPECB invites qualified audit firms to provide external audit services for a five-year term, subject to Auditor-General of South Africa (AGSA) approval. Submissions are due 18 Sep 2026 at 11:00, with dual submission (hard copy to PPECB Tender Box and electronic via Microsoft OneDrive). The briefing address is 45 Silwerboom Avenue, Plattekloof. The contract begins 1 Apr 2027 and is contingent on AGSA confirmation and performance.

Requirements

• Independence: audit firm independent from PPECB and disclosure of any conflicts.
• IRBA registration: firm (and engagement partner) must be registered; evidence of latest IRBA quality review.
• Technology: use of recognized audit software (and CAATs/data analytics) with third-party licence proof; e.g., CaseWare IDEA/ACL.
• Government experience: minimum three years in government or similar audits; PFMA/Treasury Regulations knowledge.
• Engagement partner: public-audit experience ≥3 years; qualified personnel with CVs for partner and managers.
• Cape Town base: service team based in Cape Town for the engagement; travel/accommodation costs included in bid.
• Firm size: minimum of three SAICA members on partnership.
• Documentation: complete SBD forms, B-BBEE certificate, NDA, Tax Pin, four years of audited financials, JV documents if applicable; Central Supplier Database registration and Master Registration Number in SBD1.
• Evaluation: functionality, independence, capacity, and price with multiple stages (administrative, mandatory, technical, price, due diligence).
