Overview

The PPECB invites accredited service providers to deliver a QCTO skills programme SP220319, Learning and Development Facilitator, to be conducted online via MS Teams for about 33 learners. Target bidders are providers accredited by QCTO to offer SP220319, capable of supplying learner guides, facilitation, workplace evidence guidance, continuous assessments, and certification. The contract is a RFQ with a 60-day bid validity and a submission deadline of 18 August 2026.

Requirements

• Be accredited by the QCTO to offer SP220319; provide proof of current accreditation.
• Provide qualified, experienced facilitators; submit facilitator CVs and qualifications.
• Demonstrate prior delivery of Learning and Development Facilitator programmes (SP220319, NQF Level 5; 36 credits; 33 learners).
• Deliverables include learner guides/materials, facilitation and assessment, workplace evidence guidance, continuous assessments, FISA, attendance registers, learner support, certification, and a close-out report.
• Training mode: online via MS Teams; confirm availability to deliver online training August/September 2026.
• Evaluation includes compliance, QCTO accreditation, facilitator competence, prior experience, cost effectiveness, and timely delivery.
• Compliance documents: SBD1, SBD4, Tax Clearance (or SARS PIN), BBBEE certificate or EME/QSE affidavit, SBD6.1, and CSD registration proof (see RFQ).
