Overview

Provision of fine contravention services to the City of Cape Town. Open tender from City of Cape Town Public Safety for an 8-year (96 months) contract to operate and maintain a fine contravention system, including back-office processes and enforcement equipment. Suitable for bidders with proven experience in enforcement systems, ANPR/camera operations, back-office adjudication, and integration with payment platforms. The award may follow MFMA Section 33 processes and aims for a single primary contractor with a standby bidder.

Requirements

• Proven track record with at least one Metropolitan Municipality or Provincial Administration in enforcement equipment and back-office systems.
• Ability to access NaTIS online in real time for vehicle licensing status (or provide a technical plan/ SLA if no current access).
• Attendance at compulsory clarification meeting (details in T.1); only attendees recorded as responsive.
• Minimum functionality score of 70 in the first evaluation stage; second stage may include demonstrations and site visits.
• Compliance with SCM Policy and related documentation: complete Details of Tenderer, Authority, Declarations, Independent Bid Determination, etc.
• Registration on the City of Cape Town Supplier Database and on the National Treasury CSD; separate confirmations required for joint ventures.
• Tax compliance (SARS) status required; evidence via Tax Compliance PIN.
• Health and safety requirements; potential Health and Safety Plan upon request.
• Provision of samples where required; adherence to sample procedures.
• Potential two-envelope tender process; adherence to pricing and technical submission formats.
