PROVISION OF FULLY AUTOMATED SYSTEM FOR E-PMS AND E-RISK MANAGEMENT SYSTEM, FULLY BACK UP SUPPORT FOR A PERIOD OF THREE YEARS

Overview

Procurement of a fully automated system for an electronic-PMS (e-PMS) and an e-risk management system with three years of full backup support. Matatiele Local Municipality invites bids from IT/software vendors and system integrators capable of delivering a turnkey digital platform, including implementation, data migration, and ongoing maintenance. Suitable bidders are IT/software providers with public-sector deployment experience and must meet tax/compliance requirements and PPPFA 80/20; joint ventures require separate TCS/CSD documentation.

Requirements

• Tax compliance: original Tax Clearance or SARS PIN; separate TCS/CSD for joint ventures or foreign bidders; include CSD print where applicable.
• CSD registration or SARS Tax Clearance; provide proof.
• Compliance with PPPFA 80/20 and related preference-point sub-criteria (HDI, youth, women, disability, rural).
• Complete and submit required forms: MBD1, MBD3.3, MBD4, MBD6.1, MBD8, MBD9; MBD7.1 contract form; Schedule A & B; Pricing Schedule; Authority to Sign.
• Prices inclusive of VAT; VAT vendors must have VAT status reflected for evaluation.
• JV/sub-contractors require separate TCS/CSD documentation and JV agreements; supplier database updates.
