Overview

Provision of Ground Maintenance Services for a period of 5 years for Harry Gwala & UMDM UUW. This is an Open Tender for landscape/grounds maintenance; suitable contractors should have grounds maintenance experience, relevant certifications (COID, BBBEE, CIDB), and the ability to work within the specified municipalities. The process includes a compulsory briefing, 120-day bid validity, and a 5-year contract.

Requirements

• Mandatory compliance: SBD 4 Bidder’s Disclosure, attendance at compulsory briefing, valid COID/workman’s comp, proof of Black-owned co-operative status, key personnel with competency certificates (brush cutter, chain saw, environmental weed management), and proof of registration/address within listed municipalities (via CIPC/CSD).
• Key personnel: CVs for Contract Manager and Ground Maintenance Site Supervisor with related experience.
• Insurance: Public Liability Insurance minimum R10,000,000; Professional Indemnity Insurance minimum R5,000,000 (during contract).
• Contract Participation Goals (CPG): at least 35% to CPG partners, including minimum 10% to Black Women and 10% Local participation; evidence via sworn affidavits/ BBBEE where applicable.
• Evaluation: three-stage process—Mandatory requirements, Functionality (scored, min threshold), and Price + Preference (80/20). Minimum qualifying score for functionality is implied; price and preferences follow the 80/20 system.
• Additional: bidder must comply with confidentiality, anti-corruption, and submission integrity per the Standard Conditions of Tender.
