Overview

Procurement of ICT fibre equipment (modules and cables) for Stellenbosch Municipality. The contract targets ICT hardware suppliers to supply listed fibre components (QSFP28 40/100G, 10G SFP+ 1310nm, breakout cables, LC/APC-LC/UPC cables, LC/UPC cables, 19" brush panels and PDU) and related accessories, with fixed, VAT-inclusive pricing and delivery within 3–4 weeks after order, under a budget around R300k.

Requirements

• Registration and tax compliance: be registered on the Central Supplier Database (CSD) or provide SARS Tax Compliance Status (TCS) PIN; foreign bidders must complete Part B:3; invoices to show SA VAT number (Stellenbosch VAT 4700102181).
• BBBEE/locality: submit BBBEE status (certificate or sworn affidavit) and proof of locality within Stellenbosch (WC024) for locality points.
• Documentation and pricing: complete MBD forms (MBD1, MBD4, MBD6.1, MBD8, MBD9) and the pricing schedule (MBD3.1); supply datasheets and exact manufacturer part numbers for all listed items; prices must be firm and inclusive of VAT; adhere to official bid forms with ink, no corrections fluid.
• Technical and delivery: comply with the exact technical specifications, deliver all listed items as specified, and deliver within 3–4 weeks of order; bid validity typically 90 days; municipality may adjust scope to fit budget.
• Compliance and ethics: no bid will be accepted from in-service state employees; conduct and anti-collusion declarations required (MBD9 certificate).

How to Apply

• Deadline: close on 15 October 2026 at 14:00; bids submitted in a sealed envelope to Stellenbosch Municipality’s Bid Box (Ground Floor, Plein Street); outside envelope must show the bid number and description (FQ/SM 85/27).
• Submission method: delivered to the bid box or downloaded from www.stellenbosch.gov.za; non–refundable bid documentation fee of R50 if obtained from SCM.
• Documents to submit: completed MBD1, MBD3.1 (pricing), MBD4, MBD6.1, MBD8, MBD9, BBBEE proof, CSD/TCS details, tax/vat status, municipal account proof if applicable, signed authority to sign, and pricing data (MBD3.1) (see FQ/SM 85/27).
• Pre-qualifications: CSD registration; tax clearance; if foreign, Part B:3 questionnaire; ensure municipal account payment status is clear.
• Briefings/site visits: attendance of compulsory site meetings may be applicable (see MBD guidance).
