Overview

Provision of Insurance Services for Kwale County Government's motor vehicles and motorcycles for the 2026/2027 financial year. This Open Tender invites qualified Insurance Service Providers (SMEs allowed to tender for one or more items) to insure the department’s vehicles and motorcycles for one year. Eligible bidders must be Insurance Regulatory Authority (IRA) registered; joint ventures are allowed with a designated representative and shared liability.

Requirements

• Eligibility and structure:
• Insurance providers registered by the IRA; joint ventures allowed with a responsible representative; all JV members liable; public officers are ineligible; no conflicts of interest; nationality acceptable; debarment rules apply.
• Compliance and ethics: declare no corruption; sign Independent Tender Determination; permit audits and inspections as required.
• Documentation and submittals: Form of Tender; Schedule of Requirements; Tender Security; evidence of qualifications and eligibility; conformity statements; sample insurance policy for each type; authorization to sign; tax compliance evidence.
• Financials and security: Tender Security of 400,000 Kenyan Shillings (cash/bank guarantee/IRA-listed guarantee); security valid beyond tender validity.
• Legal/regulatory: comply with Insurance Act (IRA registration; contract award condition), Competition Act (JV exemptions), and tax compliance obligations.

• Pre-qualification and registrations: IRA registration; tax compliance certificate; where applicable, JV arrangements with letter of intent and representative; JV exemptions may be needed for competition purposes.
