Overview

Procurement of an Integrated Learning Management System (LMS) for the TASEZ Training Academy, including development, enablement and 12 months of hosting/support. Bidders with LMS/educational technology implementation experience, cloud-based LMS architecture, module integration (Student, Certification, Sponsor, Learning Programme, Virtual Learning Environment, etc.), data security compliant with POPIA, and ability to provide ongoing maintenance should bid. Key requirements include SSO, hosting, and a pricing schedule covering multiple LMS modules.

Requirements

• CIDB registration for the bidder or sub-contractors; CIDB details to be provided.
• CIPC registration, valid Tax Pin/TCS, and a valid CSD (not older than 3 months).
• B-BBEE certificate or sworn affidavit (SANAS for QSE; Minimum level 3).
• SBD 1, SBD 4, SBD 6.1 and SBD 6.2 completed and signed.
• Minimum 70% functionality threshold and submission of a detailed project plan and CVs for key personnel.
• Three or more reference letters for similar LMS deployments within 10 years.
• Data privacy and security compliance (POPIA/related) as part of system design and handling.

• Submission method: Hand delivery in a sealed envelope to The Procurement Officer, CSIR Meiring Naudé Brummeria; include one original and a flash drive. No electronic submissions.
• Briefing: Mandatory briefing on 05 August 2026, 10:00–12:00, at TASEZ Central Hub Manitoba, The Willows 340-Jr, Pretoria 0081.
• Documents to submit: Completed SBD 1, SBD 4, SBD 6.1, SBD 6.2; Pricing Schedule (Table 8); company registration, tax pins, CSD, B-BBEE documents; three years of audited financials if requested; references; project plan; CVs of key personnel. (TAS-FSC-RFP02)

Notes: Electronic submissions are not allowed; pricing must be VAT inclusive and fixed for 12 months; the contract is 12 months (RFP TAS-FSC-RFP02). The document also contemplates local content declarations and B-BBEE compliance as part of award considerations.
