Overview

Provision of Legal Panel Service to the Tshwane Automotive Special Economic Zone for a period of 36 months. The RFP seeks a panel of law firms to provide comprehensive legal services (corporate & contract, labour, general litigation, constitutional & administrative law, and related advisory work) as required under a service level agreement. Suitable bidders are qualified law firms with demonstrable capacity, must be tax compliant, CIDB/CSD-registered where relevant, and hold a B-BBEE status level 3 or higher. A compulsory briefing is on 04 September 2026; closing is 18 September 2026 (12:00), with hard-copy submission to the CSIR-Meiring Naudé Brummeria address. (See TAS-FSC-RFP02)

Requirements

• Minimum functionality score of 70/100 (Company Experience 40, Key Resources Experience 40, Key Personnel Qualifications 20).
• At least five signed references for legal services within the last five years.
• Lead Partner/Director with 10+ years post-admission experience; CV required; at least one additional admitted attorney on the team.
• Personnel qualifications: Lead with LLM or equivalent; Associate with LLB or equivalent.
• Complete SBD 1, SBD 4 (Declaration of Interests), SBD 6.1, SBD 6.2; Legal Practice Council registration.
• Tax compliance: SARS TCS Pin or CSD verification; tax clearance status required.
• CIDB registration for sub-contractors, if any; CSD registration not older than 3 months.
• B-BBEE certificate or SANAS-accredited sworn affidavit; 30% SMME involvement.
• Availability to commence when required; adherence to SLA; detailed fee breakdown.
• No electronic submissions; bids must be VAT inclusive and fixed for the contract duration.
