PROVISION OF LEGAL RESEARCH SERVICE SUBSCRIPTIONS FOR 3 YEARSClosed

Overview

The NRWDI invites quotations for Legal Research Service subscriptions for three years. The contract covers a Base Legal Research Package for two NRWDI Officials plus additional topic subscriptions (Constitutional Law, Employment/Labour Law, High Court Rulings, GRC, Civil Litigation and Procedure, Procurement/Commercial Law), with a three-year delivery and annual payment terms. Bidders should be legal-research subscription providers with verifiable references, ISO considerations, OEM status where applicable, and compliance with SA public-sector procurement rules. Subscriptions must be procured by 31 Aug 2026, with a 60-working-day quotation validity.

Requirements

• Fully compliant price structure and scope; submit before closing; two independent reference letters; ID copies of owners/directors; tax/compliance in order; BBBEE documentation; CBD registration; ISO/other certifications as applicable; OEM status proof if claimed; SBD 4 & 6.1 forms.
• Functionality must meet thresholds: Years of Experience (35), Delivery/Implementation (35), Update Frequency (30) → minimum 70/100 to proceed; demonstration workshop if passing (minimum 80 points in due diligence).
• Specific-goal preferences under 80/20: ownership by Black People and Women; provide proof (Shareholder certificates, IDs, B-BBEE affidavit, CSD, etc.).
• Compliance risks: non-tax-compliant bidders disqualified; restricted/tender-defaulters list disqualification; central submission via specified email.
