Overview

Procurement of legal services through a panel of four service providers for three years. Suitable bidders are qualified firms of attorneys with experience in local government law, debt recovery, contracts, administrative and constitutional law, employment matters, and research, and who are registered with the Law Society, have tax clearance, and meet BBBEE requirements.

Requirements

• CSD number; SARS PIN; valid tax clearance.
• If a partnership/CC/companies, provide partner/director details; JV agreements if applicable.
• Fidelity certificate (Attorneys Act 51 of 1979); proof of registration and good standing with the Law Society.
• Certified B-BBEE certificate; proof of municipal rates (not older than one month).
• MBD forms (MBD1, MBD2 tax clearance, MBD4, MBD6.1, MBD6.2, MBD7 contract, etc.) and Annexure B pricing; completed pricing schedule.
• Three (3) client reference letters; lead attorney CVs and qualifications; lead attorney’s hourly fee; evidence of relevant experience.
• Bidder must disclose potential conflicts and meet general compliance/fitness criteria (regulatory, criminal, or procurement-related disclosures).
• Evaluation uses stage 1 functionality (criteria like task understanding, experience, team capacity) and stage 2 price with specific goals (80/20 or 90/10 preference system; local content rules apply where indicated).

How to Apply

• Submission deadline: 21 July 2026 at 12:00.
• Submission method: hand-deliver two sealed envelopes containing Technical and Financial proposals to the new Qumbu Town Hall tender box. Paper copies only; no email/fax submissions.
• Documents to submit: official forms (MBD1–8, MBD9 certificate), Annexure B pricing, pricing grid, and all mandatory attachments listed above; include CSD/SARS evidence and BBBEE documentation.
• Pre-qualifications: CSD number, SARS PIN, tax clearance, Law Society registration/good standing, and municipal rates proof.
• Briefings/site visits: shortlisted bidders may be required to present or undergo site visits.
