Overview

Provision of legal services through a panel of four service providers for a period of 3 years. Suitable bidders are law firms or attorney practices with local government litigation experience (debt recovery, contracts, administrative and constitutional law, employment, and related research), registered with the relevant Law Society in good standing, and able to supply a panel of attorneys as required (Panel of Legal Service Providers 2026.pdf).

Requirements

• Suitably qualified firms to join KMLM’s pre-approved legal panel; minimum two lead attorneys with relevant certificates and at least 5 years’ experience; COIDA registration/Letter of Good Standing; practising with the Legal Practice Council.
• Certified copies of qualifications, detailed CVs (foreign qualifications SAQA-evaluated); proof of membership in the Law Society and Good Standing; Fidelity certificate; SARS PIN; tax clearance; CSD number.
• B-BBEE certificate; municipal rates certificate; MBD4; MBD2 tax clearance where required; proof of registration for tender purposes.
• Three to six reference letters from clients, with appointment letters; project execution plan; CVs for lead attorneys; lead attorney hourly fee.
• Complete Annexure B pricing schedule; two-stage evaluation: Stage 1 functionality (minimum 70% threshold to proceed) and Stage 2 price with goals (80/20 or 90/10 preference, depending on system). (Panel of Legal Service Providers 2026.pdf)

How to Apply

• Submission deadline: 16 October 2026 by 12:00. Late bids not considered.
• Submission method: hand-deliver to the New Qumbu Town Hall tender box; two sealed envelopes (Technical and Financial). (Panel of Legal Service Providers 2026.pdf)
• Documents to submit: MBD1, MBD4, MBD6.1, MBD6.2 (Local Content), MBD8, MBD9, SARS PIN, tax clearance, CSD, B-BBEE certificate, proof of municipal rates, JV/partnership documents if applicable, Annexure B pricing, detailed lead attorney CVs and references. Pricing in ZAR incl. VAT; MBD forms must be signed.
• Pre-qualification/registrations: CSD report, SARS PIN, Law Society registration and Good Standing, COIDA, municipal rates, MBD4, MBD8, MBD9.
• Briefing/site visits: Presentations or site visits may be required for shortlisted bidders. Clarifications in writing to designated contacts.
