Overview

Provision of Mechanical Maintenance Support Services for Koeberg Operating Unit (KOU) for five years. This tender targets mechanical maintenance service providers with NEC3 Term Service Contract (TSC3) experience, preferably with nuclear/industrial maintenance capabilities, ISO 9001 certified or equivalent, and the ability to meet local content and targeted subcontracting/B-BBEE requirements.

Requirements

• NEC3 Term Service Contract (TSC3) for 5 years; starting date around 01 April 2026; work orders define scope (see NEC3 Draft NEC TSC3 Contract and URS documents).
• Quality Management: QMS certified to ISO 9001:2015 or equivalent; provide certification and evidence of implementation (e.g., internal/external audits) (Functional Evaluation Criteria and QMS documents).
• Demonstrated capability: at least five years of relevant experience on similar projects; robust organizational structure with defined roles and responsibilities; CVs and qualifications for personnel (Functional Evaluation Criteria).
• Local content and transformation: compliance with B-BBEE, S blades for designated groups; SDL&I objectives; mandatory subcontracting targets (e.g., up to 30% for eligible EMEs/QSEs) and related documentation (SDL&I Strategy Setting and Annexures; SBD/Local Content requirements).
• Subcontracting and NIPP: pre-award subcontracting details; NIPP obligations for imported content thresholds; proof of sub-contracts, CSD reports, and sub-contractor B-BBEE certificates if applicable (SDL&I docs).
• Health, safety and security: SHE/Nuclear safety considerations; risk management and evaluation through Eskom SHE templates (Risk Register and SHE Tender Evaluation Templates).
• Documentation/compliance: complete required SBD forms, pricing schedules (Annexure O), integrity declarations, NDA, and SDL&I undertakings (NDA, SDL&I Undertaking, Tender Annexures).

• Site meeting: 25 June 2026 (as indicated in the tender pack).
• Submission: electronic submission via Eskom E-tendering site by the stated closing date/time (per ITT). Ensure submission is before closing time (Eskom Standard Conditions of Tender).
• Documents to submit with tender (where specified): Annexures A–L (Authorisation, Acknowledgement, Tenderer’s particulars, Integrity Pact, Local Content declarations, SBDs, CIDB/CSDG where applicable, Pricing Schedule/BOQ Annexure O, SDL&I Undertaking Annexure P, and related forms). • Registrations/pre-qualifications: CSD registration, CIDB (if applicable), tax clearance; ensure compliance with Eskom’s standard pre-qualifications and integrity declarations (as per Annexures and Eskom General Conditions of Purchase).
