Overview

Provision of Media Buying and Planning Services on a project basis and/or 12 months for the South African Weather Service (SAWS). Open to service providers with media planning/buying capability; requires minimum 5 years’ Government/Public or private sector experience and the ability to develop and execute strategic campaigns across channels, including weather warnings, education and brand-building.

Requirements

• Minimum 5 years’ Government/Public or private sector media buying/planning experience (Annexure H).
• Ability to develop and execute strategic media placements that support SAWS communications and branding.
• Compliance: tax (SARS) and related requirements; provide SARS PIN or TCS; CSD number if no TCS; foreign suppliers may need extra tax confirmation (Annexure A, 2.x).
• Operational prerequisites: duly approved premises/infrastructure and relevant accreditation; potential site/due diligence visit before award (1.17).
• Post-award requirements: sign SLA with SAWS; provide a supplier scorecard; adherence to POPIA/privacy; subcontracting rules (1.18, 1.15).
• Bid documentation: use official forms (Annexure A–C, F, G, H, i); SBD 7 contract post-award; JV/consortium requires teaming/subcontracting proof (1.4, 1.7.15, 1.21).

Include SBD 7 post-award contract, and any JV/consortium teaming agreements if applicable.
• Price/validity: RFQ up to R500,000; Pricing Schedule (Annexure G) with ceiling price; validity period 60 days.
