Overview

Procurement of medical insurance services for Kisii County Executive staff and their eligible dependants. Open national tender; insurers/medical insurance providers licensed by the Insurance Regulatory Authority (IRA) may bid; Joint Ventures allowed. Start date 1 December 2026 for a two-year term renewable; estimated contract value around KSh 500 million. Bids must be submitted via IFMIS.

Requirements

• Eligible bidders: IRA-registered insurance providers; Joint Ventures allowed with a designated representative.
• Compliance: not debarred; no conflict of interest; tax compliance certificate; Kenya Insurance Act/IRA registration requirements apply (registration with IRA before contract signature).
• Tender security: KSh 5,000,000 (bank guarantee, or other approved form) valid for 150 days from tender closure; original security to be delivered physically; scanned copy to be uploaded via IFMIS.
• Documentation: sample Insurance Policy; authorization to sign; eligibility, qualifications, conformity documents; evidence of qualifications to perform the contract.
• Contract terms: currency in Kenya Shillings; no margin of preference; standstill period of 14 days after award; performance security (5% of contract sum) within 21 days of award.
