PROVISION OF MULTI-UTILITY ONLINE VENDING SYSTEM INCLUDING THIRD-PARTY VENDING, TID AND REVENUE MANAGEMENT SYSTEM FOR MKHONDO LOCAL MUNICIPALITY FOR A PERIOD OF THIRTY-SIX (36) MONTHS

Overview

Provision of a multi-utility online vending system including third-party vending, TID and revenue management for Mkhondo Local Municipality for 36 months. Suitable bidders are vendors with hosted online vending experience and integration capabilities (XMLVend, STS TID, mSCOA) plus relevant certifications (see Requirements).

Requirements

• Latest three years of audited annual financial statements (compulsory).
• Tax compliance: SARS TCS PIN or CSD registration; provide TCS where available.
• Central Supplier Database (CSD) registration report not older than 30 days.
• Proof of municipal rates status for the bidder and directors (not in arrears >90 days) or valid lease/residence evidence.
• Certified copies of company registration and IDs of directors; letters of authority to sign with specimen signatures.
• Completion of mandatory returnables (MBD1, MBD2, MBD3.1, MBD4, MBD5, MBD6.1, MBD7.2, MBD8, MBD9).
• Evidence of hosted on-line vending experience; disaster recovery/business continuity plan; references; mSCOA implementation approach.
• STS TID Edition 2 compliance certificate; XMLVend integration proof; ISO certifications (ISO 9001/14001/27001/8583/45001).
• Key personnel: CVs and qualifications (e.g., Projects Manager, Contract Manager with relevant engineering/electrical background).
• Local procurement criteria: compliance with B-BBEE (Level 1 preferred), sub-contracting to EMEs (≥30%), CSI/SLP proposals.
• Compliance with 70% minimum functionality score (Stage 2); third stage uses 80/20 price-preference system.
