Overview

FSCA seeks a Fortinet-based network perimeter firewall hardware solution, including supply, installation, configuration and 5 years of business and managed support, with pre-qualification for Fortinet Engage Partner status. The contract covers primary and DR site deployment and Fortinet trade-up arrangements (per Fortinet hardware/software table). Non-compulsory briefing and a 120-day bid validity are specified. Requirements

• Accredited Fortinet Engage Preferred Services and Engage Tech Support Partner located in South Africa (verification with Fortinet required).
• Scope of supply: Fortinet solution per Table 1 (items 1–6) plus installation, low/high availability, and 5-year business/managed support (Table 1 item 8) with DR site replication. Fortinet trade-up for aged equipment (Annexure A).
• Service levels: defined SLAs with target response/resolution times (Table 2); bi-weekly SLA reviews initially; after award, adherence to Fortinet-based support.
• Compliance: PFMA/PPPFA 80/20 (specific goals), GCC, site visits, background checks, admissibility rules, and required standard bidding documents (SBD 1, 3.1, 4, 6.1).
• Tax and supplier compliance: SARS Tax Compliance Status (TCS PIN) or CSD registration; Central Supplier Database requirements; and related procurement disclosures.
• Timelines and delivery: deliver hardware within 30 days of PO; install/configure within 6 weeks; 5-year SLA for ongoing services.
