Overview

Provision of office accommodation (operational lease) for Legal Aid South Africa’s Butterworth Local Office for up to five years, with longer terms considered. Bidders are landlords/landlords’ representatives capable of leasing a built office space in Butterworth, meeting refurbishment, CIDB and Legal Aid SA lease requirements, and providing necessary compliance documentation.

Requirements

• Operational lease for a minimum of five years (longer terms up to seven–ten years considered); no deposit; landlord to offer Tenant Installation Allowance and manage refurbishments per CIDB guidelines; right of first refusal clause possible; standard Legal Aid SA lease to be used.
• Compliance and registrations: proof of CSD active supplier status or Tax Clearance; B-BBEE certificate or sworn affidavit; municipal/electricity accounts; building documentation (title deed, relationship letter if an agent is involved).
• Documentation and format: complete SBD 1, SBD 3.1 (Pricing), SBD 4, SBD 6.1; annexed documentation as per Annexure B (Butterworth) and pricing schedules; adherence to pricing being firm and inclusive of taxes.
• Evaluation criteria (phase-based): responsiveness; disqualification criteria (ownership/agency letters); functionality (building compliance documents, accessibility, parking, location; as per Annexure A – Property Specification Butterworth LO); location within Butterworth near court and transport; building condition; accessibility for people with disabilities.
• CIDB/Refurbishment: landlord to undertake CIDB-compliant refurbishments; water meter managed by municipality/Eskom; maintenance of common areas.

How to Apply

• Briefing: Non-compulsory session 16 July 2026, 12:00–13:00 at ECDC Building, Butterworth.
• Deadline and submission: Closing 3 August 2026 at 11:00; submit in Legal Aid House tender box, 29 De Beer Street, Braamfontein.
• Documents to submit: completed SBD forms (SBD1, SBD3.1, SBD4, SBD6.1), CSD registration or Tax Clearance, B-BBEE certificate, municipal/electricity accounts, title deed and agent relationship letters if applicable, site/building compliance documents (occupancy, zoning, electrical, fire, etc.) as per Annexure A; detailed lease schedule (Annexure B).
• Pricing: complete SBD3.1 with firm prices; validity 150 days.
