Overview

Procurement of office accommodation for Legal Aid South Africa’s East London Local Office for up to five years. This is an operational lease opportunity targeted at landlords/landlord’s agents with the ability to provide secure, compliant, and accessible office space near the East London court precinct. Suitable bidders should have CIDB-capable capacity, refurbishment capability (CIDB-compliant), water backup/uninterrupted water supply, appropriate meters, and parking provisions.

Requirements

• Lease term: 5-year minimum, up to 9 years 11 months; operational lease; no required deposit; potential Tenant Installation Allowance and landlord refurbishments within CIDB guidance; right to negotiate costs.
• Documentation and registrations: complete all tender Annexures with numbering; proof of CSD active supplier status, tax compliance; latest municipal/electricity accounts; B-BBEE certificate or sworn affidavit; separate TCS/CSD for consortia.
• Compliance documentation: floor plans, occupancy certificate (within 6 months of occupation), zoning certificate, fire/evacuation plan, electrical compliance, pests, building maintenance plan; structural/integrity reports where applicable.
• Location and access: building in East London within 2 km walking distance to magistrate court; public transport proximity; fully accessible entrance; adequate disability provisions; minimum 5 covered parking bays.
• Financial: detailed total charges/charges schedule, firm pricing for the lease term, VAT included; escalation provisions; all charges included in the bid price.
• Evaluation: 80/20 price vs B-BBEE contribution; references and proof of empowerment; compliance with SBD 6.1 for preferences.
