Overview

Procurement of office accommodation via an operational lease for Legal Aid South Africa’s Bloemfontein Local Office for up to five years. Bidders should be landlords/landlords’ agents offering suitable Bloemfontein office space, able to manage long-term lease, including refurbishment, compliance, and related tenant-fit-out. Requirements

• Operational lease for a minimum of five years (options: five, seven, or 9 years 11 months); tenant installation/refurbishment by landlord; no deposit; water backup and maintenance provisions; CIDB-aligned refurbishments; accessibility and safety compliance; occupancy ready by specified date. • Documentation and pre-qualifications: active Central Supplier Database (CSD) status; SARS Tax Clearance (or TCS where applicable); B-BBEE certificate or sworn affidavit; completion of SBD forms (SBD 1, SBD 3.1, SBD 4, SBD 6.1); proof of municipal/electricity accounts; title deeds/ownership documentation for the landlord; floor plans and building compliance documents. • Evaluation: functionality scoring (minimum 70/100) plus price (80) and B-BBEE (20); reference checks; evidence of empowerment; site inspections and compliance verifications. (Annexure A)
