Overview

Provision of office accommodation for Legal Aid South Africa’s Giyani satellite office for up to five years. Bidders are landlords/owners or property managers capable of delivering an operational lease, including refurbishment, tenant installation, and CIDB-compliant works, within the Giyani area. Requirements include active CSD registration, tax clearance, and a recognised B-BBEE status.

Requirements

• Operational lease for minimum five years (options for longer terms, e.g., 5/7/9y11m), no rental deposit, landlord to manage refurbishments and Tenant Installation Allowance via CIDB processes.
• Space must be habitable for office use, with water and electricity metered separately; right of first refusal clause; standard Legal Aid SA lease form; price/ delivery terms remain firm where stated.
• Compliance documentation to be provided: approved building plans/structural reports, Occupancy Certificate, Zoning Certificate, Fire/ Evacuation plan, Electrical Certificate, Pests Certificate, Building Maintenance plan (or undertakings), and disability-accessibility measures.
• Location and facilities: building in the target Giyani area; proximity to public transport within specified walking distances; ground-floor access or full accessibility; minimum 3 on-site parking bays.
• Tender documentation: proof of CSD active status, Tax Clearance (or PIN), original Tax Clearance Certificate, B-BBEE certificate or sworn affidavit; municipal accounts; landlord/agent relationship letters; completed SBD forms (SBD 1, 3.1, 4, 6.1).
• Evaluation: 80 points for price, 20 points for specific goals/B-BBEE; adherence to Phase 1 responsiveness and Phase 3-5 functionality criteria (Annexure A).
