Overview

Procurement of long-term office accommodation (operational lease) for Legal Aid South Africa’s La Lucia, Mount Edgcombe, Phoenix and Ballito Central Local Offices for up to five years. Bidders should be landlords/property owners or agents with suitable space and the ability to offer at least a five-year lease, plus refurbishment and tenant installation arrangements. Optional briefing session available; closing date 25 August 2026.

Requirements

• Operational lease for minimum five years; no lease deposits; landlord to consider Tenant Installation Allowance and refurbishments per CIDB-aligned terms.
• Refurbishments to be undertaken by the landlord; water/electricity meters to be separately managed; building exterior/common areas maintained; right of first refusal for the landlord if the building is offered for sale.
• Building must meet Legal Aid SA workspace norms and be ready for occupation; compliance with occupation/transfer documents (plans, occupancy, zoning, fire safety, electrical, pests, maintenance plan).
• Evidence to be provided: proof of registration on Central Supplier Database (CSD), tax compliance, and a SARS Tax Clearance (original TCC); for consortia/joint ventures, separate TCS/CSD for each party.
• Landlord/agent documentation: if lease is via an agent, provide title deed and a relationship/mandate letter.
• Proposals must follow the specified format; price and B-BBEE preferences apply (80/20 price‑points; 20 points for specific goals); bidders may be required to substantiate claims.
