Overview

Provision of office accommodation for Legal Aid SA’s Kwa-Mhlanga Satellite Office for up to five years, to be leased by a landlord/building owner. Bidders are landlords/property owners with suitable Kwa-Mhlanga office space who can enter an operational lease (5–9 years) and undertake refurbishments, including Tenant Installation Allowance, with CIDB alignment and occupancy readiness. Key qualifications include CSD registration, tax clearance, B-BBEE considerations, and proof of property ownership or authority if using an agent.

Requirements

• Operational lease for 5 years (minimum) up to 9 years 11 months; no deposit; potential Tenant Installation Allowance; landlord to perform refurbishments per CIDB; separate water/electricity meters; maintenance of common areas; right of first refusal clause possible; use Legal Aid SA standard lease.
• Refurbishment costs negotiable; landlord to complete within agreed scope; if costs exceed allowance, landlord to obtain consent before proceeding.
• Eligibility/compliance: active CSD registration; Tax Clearance (TCS/PIN) or equivalent; proof of ownership if landlord; B-BBEE documentation for AME/JV as applicable; site visits and reference checks.
• Documentation: complete SBD forms (SBD 1, 3.1, 4, 6.1) and Annexure B; provide municipal accounts; safety/accessibility criteria; occupancy readiness by 01 Oct 2026.
• Evaluation criteria: 5-phase process (Responsiveness, Disqualification, Functionality, Reference checks, Financial/40?); price scoring 80; specific B-BBEE goals 20; total 100 points.
