Requirements

• Property ownership or power of attorney; if owner bids, provide title deed; otherwise deed of sale or mandate.
• Occupational Health and Safety Certificate (OHS); compliance with National Building Regulations and Occupational Safety Act.
• Tax compliance and company details verifiable on CSD; new bidders must be registered on CSD/LOGIS.
• Completion of all SBD forms and returnable documents; JV agreements if applicable.
• Minimum 207 m² usable space, adequate parking, accessibility for disabled, and compliance with Office Accommodation Norms July 2015.
• Availability of building on award, 36-month lease, SLA, and landlord maintenance obligations.

• Submit sealed bid in a clearly marked envelope with project number to the tender box at ECRDA Building, 52 Sprigg Street, Mthatha, by 11:00 on 16 September 2026 (opening in public).
• Bid documents to include: SBD forms, pricing schedules (SBD 3.1), CSD/Tax status, proof of ownership or POA, JV agreements if any, and all returnable forms.
• Evaluation: 3-stage process (Administrative Compliance; Functionality scoring with a 65-point threshold; Price and Specific Goals under PPPFA 80/20). Functionality criteria include locality, size, accessibility, infrastructure, and a project implementation plan. Specific goals points apply for black-owned, women-owned, youth, disability-owned entities.
• Contract: 36-month lease, escalation-free pricing, and lease alterations as needed. Final contract to be issued after tender acceptance.
