Provision of office accommodation for the Department of Agriculture for a period of 36 months in Flagstaff Service Centre, Ingquza Hill LM, OR Tambo District. Bid is open to property owners or Facilities Management providers; bidders must own the property or have power of attorney. Key scope: minimum 219 m2 leasable area, around 12 parking bays, located in Flagstaff within a short radius of town, with a one-stop centre approach for admin/extension/veterinary work. Requirements

• Bidder must own the leased property or submit a signed deed of sale or power of attorney; joint ventures require a signed JV agreement.

• Mandatory compliance: Occupational Health and Safety certificate, CSD tax status, and proof of company registration (CK) or title deed; all Forms to be completed in black ink; no correction fluid.

• Office specs: 219 m2 usable area minimum, 12 accessible parking bays, wheelchair accessibility, and branding visible from street. Building must meet National Building Regulations and Occupational Health and Safety Act standards; single-tenant occupancy preferred.

• Maintenance: landlord to cover building maintenance; rent to include municipal services and escalation; full access to backup water, network connectivity, and security as specified.

• Evaluation: three-stage process—Administrative compliance (mandatory), Functionality (minimum 65/100), then Price plus Specific Goals under PPPFA 80/20. (see Terms of Reference and Annexures in the attached document)

How to Apply

• Documents available from 21 August 2026; request via email to Nosive.Futshane@ecagriculture.gov.za during office hours; site briefing on 01 September 2026 at 11:00 at Flagstaff Office is mandatory. (see Bid Notice)
• Submit to: sealed bid in envelope clearly marked with project number/description, to the tender box at ECRDA Building, 52 Sprigg Street, Mthatha, by 11:00 on 16 September 2026; bids opened in public.
• Required submissions: completed SBD forms, CSD tax status verification, proof of property ownership (title deed or power of attorney), JV agreements if applicable, and any other returnable documents. If a two-envelope system is used, separate technical and financial proposals accordingly.
