Provision of operation, maintenance and management services for the Zandvliet Wastewater Treatment Works, Black Mac Screening Station and associated services. Open tender by City of Cape Town Bulk Services for a long-term contract (300 months) covering O&M/management of the Zandvliet WWTW and Black Mac Screening Station. Compulsory site visit and clarification meeting; electronic submission accepted per metadata.

Requirements

• Relevant SA municipal wastewater experience, including managing Class A plants; evidence via Schedule F.13.A (Experience) and Schedule F.13.B (Key Personnel).
• Demonstrated capability with a Conventional Activated Sludge/MBR plant (18 Ml/day) and sludge dewatering facilities (45-ton dry solids/day) as per functionality criteria.
• Contract Manager must be in full-time employment with the bidder and available from contract start.
• Compliance with CCT SCM Policy; registration on CCT Supplier Database and National Treasury CSD; tax matters in order; no disqualifying conflicts or prior SCM violations; compliance with POPIA where applicable.
• Compliance with minimum functionality score of 70/100 (returnable scores in Table 2.2.1.1.4 and Schedule F.13 documents).
• Attendance at compulsory clarification/site-visit and provision of all required returnables (e.g., joint venture agreements if applicable).

• Briefing/site visit: Compulsory clarification meeting and site visit on 23 October 2026, 10:00, Admin Building, Zandvliet WWTW (Macassar access). Attendance is required for responsiveness (document references in T.1).
