Overview

SAFCOL invites quotations for the provisioning of Pest Control Operator (PCO) training and six months of supervision for twenty land claimant beneficiaries (PCO Category – Agriculture and Forestry). This RFQ targets accredited training providers with Pest Control Operator licenses and recognized AgriSeta/SANAS-aligned qualifications, capable of delivering a three-day theoretical course plus six months of hands-on, supervised practical training, and of facilitating licensing processes.

Requirements

• Accredited Pest Control Operator license and demonstrable experience in PCO training for agriculture/forestry.
• Training deliverables: three-day theoretical training plus six months of ad hoc practical training, aligned to the PCO category.
• Implementation plan detailing six elements: theoretical training; practical demonstrations; compiling documents for lodging the PCO application; lodging/invoicing for the application; and completion of mentorship.
• Provision of Personal Protective Equipment (PPE) to participants (boots, overalls, hard hat, masks, gloves, etc.).
• Regulatory commitments: cover PCO license application fees and prepare learner reports with sworn affidavits; provide an implementation plan with timelines.
• Returnable documents: fully completed RFQ; official company quotation on letterhead; latest tax clearance; SANAS-accredited BBBEE certificate or sworn affidavit; CSD (or MAAA) number; IDs of company directors; AgriSeta accreditation document.
• Compliance with SAFCOL terms, including VAT-inclusive pricing and adherence to SBD requirements.

Notes: The evaluation includes administrative, mandatory, functionality, and price/goal phases, with a minimum functionality score of 60/100 and an 80/20 price-to-goals weighting. Specific goals include diversity and localisation criteria (e.g., 51% ownership by people with disabilities; 30% Black Women Owned; 51% Black Youth Owned).
