PROVISION OF PLANT HIRE SERVICES (12 MONTHS CONTRACT) - Cluster 1:Closed

Overview

Provision of plant hire services (12 months) for cluster-based works at Umzimkhulu Local Municipality, including 6x tipper trucks (10 tons) and 2x excavators (20 tons) in Cluster 1, plus additional heavy equipment across Clusters 2–4. Reputable service providers with plant-hire capacity should bid, with requirements including CSD registration, MBD forms, and demonstrated ownership of the specified equipment (cluster-specific).

Requirements

• Must be registered on the Central Suppliers Database (CSD) with proof or provide registration number.
• Submit MBD forms 4, 6.1, 8 & 9 and a Certificate of Authority signed on company letterhead; tender signed by an authorized person.
• 80/20 preference system; score thresholds: minimum 50% per segment (foreman/supervisor, operators/drivers, plant/equipment) to be responsive.
• Functionality: Foreman/Supervisor with 10 years in road construction and valid code 8+ driver licence; attach CV with references.
• Functionality: Operators/Drivers with 10 years’ heavy-plant operation or heavy-vehicle driving; CVs, certified competence, Code 14 with PDP; certified within 3 months of tender closing.
• Functionality: Provide proof of ownership for required plant/equipment per cluster (logbooks or purchase proofs).
• Specific Goals (80/20): RDP ownership (100% SA citizen = 10 points; 50% = 5; <50% = 2.5); locality (located in uMzimkhulu = 10; Harry Gwala District = 5; KwaZulu-Natal = 2.5).
• Price validity: 180 days.
• Non-submission of required documents results in disqualification; documents must meet SCM policy.
