Overview

Provision of professional services to develop the framework and business processes for Catalytic Projects over 36 months for the eThekwini Municipality. Requirements

• No clarification meeting; queries by 2026-09-03; responses posted by 2026-09-10.
• Mandatory registrations: CSD (MAAA number) and eThekwini supplier database; Tax Compliance Status PIN or Tax Clearance; VAT status.
• Returnables: Official Tender Form; Authority of Signatory; MBD 4/5/6.1/8/9; Declaration of Municipal Fees; Occupational Health & Safety Act declaration; etc.
• Returnable personnel documents: CVs and valid certifications for key staff; proof of qualifications and professional registration where applicable.
• Evaluation: Functionality (minimum 70/100), price (PPPFA-based 80/20 system), and specific goals preferences; detailed in SCT. Functional criteria cover Experience, Key Staff, and Methodology (Approach Paper) with a proposed organisation.
• Key personnel (must include): Project Lead, Development Economist, Project Finance Specialist, Legal Advisor, Infrastructure Specialist, Urban/Spatial Planner; team structure and staffing must be scoped.
• Compliance: Occupational Health & Safety Agreement (37.2) with the Municipality; CSD registration applicable to JV parties.
• Subcontracting: disclose if work will be sub-contracted and provide sub-contractors’ details.
