Provision of professional services to recalibrate the Development Charges (DCs) unit costs for engineering services and revise the DCs policy for the period ending 30 June 2029. This is an Open-Tender by Stellenbosch Municipality (B/SM 123/26). Target bidders are consulting firms with expertise in DC calculations, urban planning policy, engineering cost analysis, and related regulatory compliance. Key sourcing rules include CSD registration, tax compliance, and preferential procurement criteria.

Requirements

• Experience in recalculating DC unit costs for engineering services and revising DC policies.
• Compliance with the municipality’s procurement terms, PPPFA 2023 rules, GCC/JBCC/CIDB as applicable.
• Registered on Central Supplier Database (CSD); valid tax status (TCS PIN) or equivalent; foreign bidders to complete pre-award questionnaire.
• BBBEE: submit either SANAS-verification certificate or an original sworn affidavit for preference points.
• Complete and submit mandatory forms: MBD 4, MBD 6.1 (PPPFA points), MBD 8, MBD 9, MBD 10; OHSA and indemnity documents; Pricing Schedule; Declaration by Tenderer.
• Tender must be in a sealed envelope clearly marked with the Tender number and deposited in the official Tender Box.
