Overview

Provision of professional services to review, revise, graphic design, layout and delivery of the Stellenbosch Investment Prospectus (WC024). The bidder should have experience in editorial/content updating, graphic design, page layout, infographic development, and delivering print-ready and digital versions, with the ability to align the prospectus with current municipal planning documents and produce editable source files.

Requirements

• Demonstrated ability to review and update an investment prospectus, redesign layouts, create infographics, and supply print-ready PDFs and editable source files.
• Tax/compliance: ensure tax status (TCS PIN) or CSD registration; foreign suppliers must complete Part B:3; provide TCS certificate with bid if available.
• B-BBEE: submit valid B-BBEE certificate or sworn affidavit; locality points claimed if premises are in Stellenbosch; subcontracting rules apply.
• Registration on the Central Supplier Database (CSD) and adherence to SCM policies; completion of required MBD forms (MBD1, MBD4, MBD6.1, MBD8, MBD9) and pricing schedule (MBD3.1).
• No outstanding municipal accounts; compliance with broader GCC/PPPFA conditions; attendance at inception meeting as part of scope.
• Bid validity to be 90 days post-closing; bids must be on official forms and submitted to the bid box (see attached document for full detail). (see FQ/SM 91/27)

How to Apply

• Deadline: 22 October 2026 at 14:00. Late or non-conforming bids will be disqualified.
• Submission: sealed bid in the designated bid box at Stellenbosch Municipality, Plein Street; must be on official forms or via online portal; include quotation number in envelope and bid documents downloaded from the website or collected from SCMU (fee details in doc).
• Documents to submit: MBD 1, MBD 4, MBD 6.1, MBD 8, MBD 9, Pricing Schedule (MBD 3.1), BBBEE proof, TCS/CSD details, municipal account status, and any other documents listed in the bid documents.
• Registrations/pre-qualifications: CSD registration; SARS TCS PIN or printed TCS certificate; where applicable, proof of provincial/national registrations.
• Briefing/site information: inception meeting to be attended as part of project scope.
