Overview

Provision of project management and construction services as a turnkey for a period of three years for the VIP Sanitation Project in the Ndwedwe area. iLembe District Municipality seeks professional service providers to deliver turnkey project management and construction for VIP toilet installations in Ndwedwe over three years (contract TS/270/2026). Bid documents are for professional services; a compulsory briefing is required.

Requirements

• Compulsory briefing: 07 August 2026 at 10:00, iLembe Auditorium (bring bid specification documents for signing).
• Bid documents: available 31 July–06 August 2026 from the iLembe Cashier; non-refundable deposit of R500 (documents not provided at the site inspection).
• Tax compliance: submit Tax Clearance Certificate or SARS UNIQUE PIN; online verification via E-filling; disclosure and verification rights per MFMA and SCM policy.
• Pre-qualification: registration on the National Treasury Central Suppliers Database (CSD) with proof of registration.
• Financials: audited AFS for the most recent 3 years (or since establishment if applicable) must accompany bids.
• Functionality: 100-point scale with a minimum threshold of 70; criteria include Project Leader, Site Supervisor, Quality Assessor, Approach and Methodology, and Demonstrated Experience.
• Evaluation: two-stage process—Stage 1 functionality, Stage 2 80/20 PPPFA-based scoring; bidders must meet minimum functionality to proceed.
• General: iLembe reserves the right to accept part or all of the bid and is not obliged to accept the lowest bid.

• Documents to submit: bid specification documents (provided by the Municipality), signed at briefing; Tax Clearance or SARS PIN; proof of CSD registration; Audited AFS; evidence of qualifications and experience for key personnel.
