Overview

Provision of turnkey project management and construction services for the VIP sanitation project (Mandeni area) for three years. iLembe District Municipality invites professional service providers to render PM and construction services for building VIP toilets in Mandeni.

Requirements

• Compulsory briefing attendance.
• Non-refundable bid document deposit of R500.
• Bid documents available 31 July–6 August 2026 from the Cashier at iLembe District Municipality; documents not available at site inspection.
• Tax Clearance Certificate or SARS Unique PIN for online tax-status verification.
• Registration on the National Treasury Central Suppliers Database (CSD) with proof.
• Audited annual financial statements (AFS) for the last 3 years, or since establishment if established recently.
• Bids must be submitted on the provided bid documentation; bids valid for 120 days.
• Two-stage evaluation: Functionality (minimum threshold 70/100), then 80/20 price/qualitative scoring under PPPFA 2022.
• Functionality criteria: Project Leader (20), Site Supervisor (20), Quality Assessor (15), Approach & Methodology (15), Demonstrate Experience (30).

• Obtain bid documents from the Cashier’s Office, iLembe House, 59/61 Mahatma Gandhi Street, KwaDukuza, during 31 July–6 August 2026; non-attendance at briefing leads to disqualification.
• Submission method: sealed bids into the Bid Box on the Ground Floor of the ILembe Technical Services Building, 12 Haysom Road, KwaDukuza, by no later than 12:00 on 31 August 2026; public opening.
• Documents to submit: bid documentation (as issued), Tax Clearance or SARS PIN, proof of CSD registration, audited AFS (last 3 years), and any other documents required by the bid specification.
• Required registrations/pre-qualifications: CSD registration and Tax clearance; AFS where applicable.
