Overview

Procurement of Quality Assurance Services for the Central Bank of Kenya’s Enterprise Content Management System implementation (Re-advertisement), to be procured via QCBS from eligible consulting firms. The RFP is open to national/international firms; pre-proposal meeting and detailed TOR are in the tender documents.

Requirements

• Eligibility: valid incorporation/registration; Kenya Tax Compliance Certificate; no debarment by PPRA; no conflicts of interest; compliance with anti-corruption provisions.
• Technical: minimum technical score 75%; evidence of relevant ECMS QA experience; qualified Key Experts (Team Leader and others) with CVs; JV allowed up to 2 members (Lead Partner must meet all MR).
• Documentation: Confidential Business Questionnaire; SD1/SD2; Certificate of Independent Proposal Determination; Bid Bond of Kes 50,000; power of attorney; forms TECH-1 to TECH-7 and FIN-1 to FIN-4.
• Financial: priced in Kenya Shillings; all taxes included; Capacity Building Levy of 0.03% applies.
• Other: no submitting multiple proposals; standstill period post-award; QCBS weighting (Technical 0.8, Financial 0.2).

• Submissions: Technical and Financial Proposals in separate inner envelopes within one outer sealed envelope; deliver to Central Bank of Kenya, Head Office, Haile Selassie Ave., Nairobi (Green Tender Box No. 3) or via post; documents must be serialized and consecutively paginated.
