Overview

Provision of Security Services in Tsolo for a One-Year Contract. The Kumkani Mhlontlo Local Municipality invites bids for multi-disciplinary security services across 10 sites in Tsolo for a 12-month contract, with deployment of about 44 guards (20 armed, 16 unarmed) and 24-hour coverage. Eligible bidders should be PSIRA-registered, able to supply Grade C guards, provide a control room, and meet insurance, incident-reporting, and emergency response requirements. Briefing is mandatory (30 Sept 2026, 10:00, Kumkani Mhlontlo New Town Hall); closing 21 Oct 2026, 12:00. Requirements

• PSIRA registration and firearm competency; valid public liability/insurance.
• Control room facility and ongoing security position monitoring.
• Appointment of a dedicated Manager and Supervisors; 24-hour shift system.
• Deployment of at least 44 guards across 10 Tsolo sites; Grade C personnel.
• Provision of private security, access control, patrolling, risk management; monthly and incident reports.
• Compliance with Firearms Control Act; adherence to a “Gun Free Zone” policy (no firearms on premises unless authorized).
• Site inspections and a detailed security plan at no cost; daily supervisory site visits.
• Supporting documents: Company profile with references; B-BBEE certificate or sworn aff.; COID good standing; SARS tax pin; CSD; PSIRA proof; annual financial statements (past 3 years); JV documents if applicable.
• Evaluation: Stage 1 functionality (experience, PSIRA, office/equipment, staff, etc.); Stage 2 price and KMLM-specific goals; 80/20 preference split.
